Speculation and rumors flourish on China 3G licensing granting process. Every sentence from Chinese governmental personnel or VIPs is analyzed and interpreted. The latest in date is Deng Shoupeng, a director of the China Federation of Information Technology Promotion, saying “a new domestic operator should take charge of launching China's homegrown 3G TD-SCDMA mobile phone technology, and must meet three conditions: be internationally competitive, have long-term experience in telecom operations and shouldn't currently possess a mobile license". If followed, this eliminates China Mobile and China Unicom, and bring focus on China Telecom or China Netcom. Can an outsider be around the table?
