Can Sonaecom/ PF deal be made soon?

During the week, Anacom, the Portugal regulator, gave its appreciation on Sonae's hostile €11bn takeover bid for Portugal Telecom (PT). Surprisingly (it was expected a formal approval, followed by the blessing of the Portugal's competition authority, Autoridade da Concorrencia (AdC) for this week), Anacom filed 28 objections to the deal, forcing AdC to review its previous ruling. Main objections are around Sonaecom' s cellular unit Optimus merger with PT' s TMN mobile arm (to get a 66% market share), strongly opposed by rival Vodafone, around conditions proposed by AdC for the fixed and mobile networks, around more restrictions on mobile tariff differentiation between calls inside or outside the network, and around "imprecisely worded" topics in the AdC study. Technically, AdC can forget objections, but can it really now the debate is public? How long the review will take and what will be the final position? Nobody knows. Sonae claims it has already accepted 27 of the 28 conditions and is close to negotiating a deal for the last condition.
