100% penetration in Western Europe is for tomorrow, said Analysys. Already Norway has more mobile phones than people, and UK, Italy and Sweden are very close . But what does it mean exactly? Penetration is computed on active mobile phones (handsets not used in past 3 months are excluded). In fact it includes the number of active SIM cards, and therefore do not take into account multi SIM cards (i.e. Businesses) or multi phones for one subscriber. So this number do not mean anything, except just a trend. To be 80%, 90%, 100% or 120% penetration is not meaningful at all.
