Originally the EU Commission wanted to cap at cost the wholesale rates operators offer for roaming connections. But national regulators and operators found this plan too complicated, and instead have decided to take the average cost in member states for wholesale charges. Northern Europe countries that have low charges will be slightly impacted by the decision, while Southern countries that have high charges will be strongly affected. The European Commission would come out next month with a draft law proposing to cap wholesale roaming charges at twice the average EU mobile termination rate (or three times for international calls), and setting a cap on retail prices at 30% higher than the wholesale price limit. Will mobile operators accept the plan?
