There is not equal access across Europe, as reported in a study made by the Finnish Transports & Communications Minister . On a basis of an average user with 2 hours voice and 25 SMS pre-paid monthly package, cost can vary from €16 in Finland to €47 in Germany. Scandinavian countries are the cheapest, while largest countries are the most expensive (Germany €47, UK and France both at €43). On smart pre-paid cards, pricing range from €0,05 per minute in Sweden to €0,15 in France.

France is therefore one of the most expensive country for telecom tariffs. In addition, tariffs have declined everywhere, except in France and Island in the past 5 years: +1% in France, -16% in Belgium, -19% in Spain, -26% in Germany, -52% in Finland and -62% in Sweden.
