Fear of being caught” or first steps towards wisdom?

Several European mobile phone operators have agreed to halve the price of roaming fees in two steps; one in 10/06 and a second one year later in 10/07. The move is coming from capping the average wholesale rates they offer each other for providing roaming services in Europe to €0,45 a minute for one year, then to €0,36 a minute. The initiative is offered by operators such as T-Mobile, Orange, Telecom Italia, Wind, Telenor, Teliasonera, accounting for about 50% of European mobile users. Other mobile operators have recently also announced unilateral plans. Vodafone, O2, T-Mobile UK, and some few others. So why this excitement now? The EU Commission has long been pushing MNOs to cut the ''unjustified'' high cost of using a mobile phone abroad. Without reaction from MNOs for a while, the EU Commission warned that it would draft a law that could by next summer eliminate charges entirely for receiving a call in another EU country. That should have a bigger impact on MNO revenues than just cutting by half roaming fees.
