MTS (Russia) may get control over Kyrgyzstan's Bitel mobile operator by the end of this year.

Finland may allow subsidized handset contracts only for 3G, but not for 2G. The ban on subsidized handsets could be lifted if a new bill is passed with effect expected at the end of 1Q06.

Smart Comm. (Philippines) plans to spend $60m to upgrade its network to 3G over the next two years.

AZ Communications Network ( a local Lucent JV in Philippines) plans to invest $553m to provide 3G mobile services in the Philippines within five years.
