EU to regulate telecom links?

The EU Commission plans to issue a bill to force all operators to rent link capacity in ducts. The move is essential to improve competition. Without a law, alternative operators will continue to face problems to set up their networks: delays, high wholesale prices, unavailability,.. It is of course a threat for incumbents that own ducts and are reluctant to share their assets. A happy end for a equal access dream?
