European broadband networks: the debate is not over

I already have reported on the challenge launched by some European incumbents to launch new services on new broadband networks and avoid providing access to competition, at least for a while. DT, FT, and many others (even Telstra in Australia) have similar views: new services on new broadband networks should be unregulated. DT position is backed by the German government, while FT' s (or Telstra) is not. The German government intends to pass a bill to promote investment in the broadband telecom network, arguing it is an investment for their future and the best way to create incentives for innovation. The bill has already been criticized by the European Commission, finding it is an attempt to protect DT from its rivals. Finally, Germany agreed the network would be regulated and competitors would be given access to the new network, without giving details on access conditions. The EU Commission continues to criticize the bill and threatens Germany with legal proceedings if the bill is passed.
