Orange, Tele2 and Blackrock (Ireland) have been shortlisted for Armenia's 3rd mobile operator license.

The Chilean government plans to deregulate fixed-line telephone rates.

EU plans to cap cross-border text mobile messages to 11 Euro cents, vs 29 Euro cents on average today.

Australia has fixed the closing date for the proposals related to its National Broadband Network to the 26 Nov. 2008.

Greece plans to deploy a new optical fiber network, worth about €2bn. The network will be funded by a public-private joint tie-up.

Telefonica will start offering fiber-optic Internet services in Spain on Oct. 31. The local regulator, CMT, decided in July that Telefonica will not have to share the fiber-optic lines, raising concerns of its competitors. Vodafone and Orange argue the decision and Orange Spain plan to sue Telefonica at the European commission level.
