In its annual report on i2010, the EU policy strategy on ICT, the EU Commission analyses the economic impact of deploying ICT (information and communication technology). The focus is to combine R&D, regulatory tools and public-private partnerships to boost the digital economy and ICT deployments, build sustainable economic growth, and fuel innovation and productivity. According to the second report, ICT contributed to about 50% of EU growth, and grew faster than than EU' s overall economy. It is good, but not enough, according to the EU Commissioner. Fragmented regulation remains the main barrier for building pan-European services that could profit from economies of scale and compete on the world market.
