DoT (India) decided to allow foreign telcos to participate in the auction of 3G spectrum, but admitted that it would be impossible for foreign telcos and new players to launch 3G services with a mere 5 MHz of spectrum. The only solution to enter the market in India is to buy/ merge with an existing 2G player. DoT has consequently amended its 3G policy to allow successful foreign bidders to acquire Indian operators without waiting for the mandatory three years.

Turkey will launch a tender for 3G licenses within the next six months.

EU watches the independence of national telecom regulators. It has launched infringement proceedings against Latvia, Lithuania and Sweden for breaching its rules on this matter.
